Tobin has a serious problem with nuisance tenants at the trailer park he owns. The problems have gotten so bad that the Common Council has become involved. Before a meeting of the Council, Tobin's lawyer sets out a list of steps that Tobin will make to deal with the the trailer park's various problems. One of these steps concerns the eviction of nuisance tenants. The Council agrees to let Tobin keep his licence to operate on the condition that he takes drastic steps to improve the trailer park.
What Tobin does is effectively pass the pressure he's been under from the Council on to his tenants. He starts the eviction process immediately without any consultation or warning, or making any efforts to improve the trailer park. Tobin takes advantage of twenty-eight day "no cause" eviction notices to begin cleaning house. This is the ideal legal instrument for getting rid of nuisance tenants who are current on their rent.
