You need to solve for x the equation f'(x) = 0:
12 - 3x^2 = 0
-3x^2 = -12 => x^2 = (-12)/(-3) => x^2 = 4 => x_1 = 2; x_2 = -2
You need to notice that f'(x)<0 on intervals (-oo,-2) U (2, +oo) and f'(x)> on (-2,2).
Hence, the function increases for x in (-2,2) and the function decreases for x in (-oo,-2) U (2, +oo).
