In the novel 1984 by George Orwell, what is a quote that describes the horrible and impoverished setting in Oceania?

To find some examples of the impoverished and horrible setting in Oceania, take a look at Winston's description of Victory Mansions in Part 1, chapter 1. In this quote, he describes the foul smell of the building:

The hallway smelt of boiled cabbage and old rag mats.

In the same paragraph, we have another quote which describes the dilapidated condition of the building; specifically, how the elevator never works because the Party has cut the power during daytime:

It was no use trying the lift. Even at the best of times it was seldom working, and at present the electric current was cut off during daylight hours.

In the next chapter, Winston goes to visit his neighbor, Mrs. Parsons and this provides more examples of quotes which show just how run-down and horrible the apartments in Victory Mansions are:

Victory Mansions were old flats, built in 1930 or thereabouts, and were falling to pieces. The plaster flaked constantly from ceilings and walls, the pipes burst in every hard frost, the roof leaked whenever there was snow.

What these quotes show is that ordinary Party members live in squalid conditions. The Party has no interest in maintaining the home of these Party members or improving their standard of living. The reason for this is based on power: by keeping the people in a state of desperation and need, the Party ensures their total compliance and obedience.
