Was the Career pack Katniss’s main concern?

At the beginning of The Hunger Games, Katniss's main concern is protecting her sister, Prim. When Prim's name is drawn to compete in the games, Katniss volunteers as tribute.
When Katniss is competing, finding ways to eliminate the Careers, is one of Katniss's concerns at the beginning of the games. The Careers are a group of competitors that often come from districts 1 and 2. These competitors have been trained in a special academy and volunteer to compete in the games. Although it is illegal to train children for the Hunger Games, districts 1 and 2 get away with it due to their wealth and strong connections with the Capitol. Because of their immense training, the Careers are highly skilled and therefore a huge threat to Katniss.
Once the Careers are eliminated, Katniss's concern is the fact that her and Peeta are the only ones left competing in the games. Throughout the book, you see Katniss struggle with her feelings for Peeta, as well as whether or not to kill him. Peeta and Katniss form an alliance toward the end of the book when the gamemakers announce that if both remaining competitors are from the same district, they will both be declared victors. When both Peeta and Katniss are the only ones left standing, they assume they will both be crowned the victors. However, this rule is revoked, and Peeta and Katniss are told to fight to the death. Katniss and Peeta then plan to commit double suicide by eating poisonous berries so that there will be no victor. The Capitol, however, is not okay with this and announces that Katniss and Peeta are both victors.
In summary, Katniss's main concern is the Capitol. In each one of Katniss's concerns throughout the book, the Capitol is an underlying factor. They are the ones who created the Hunger Games in the first place. They are also the ones who allowed for the Careers to be trained. Finally, they are the ones who try to turn Peeta and Katniss against each other in the end. Fortunately, Katniss and Peeta find a way around this challenge.
